hi,i want to try el34 in outer socket of mark 4. is it safe ank ok to use jj E34L like this?:

or is it better to use mesa tubes?(because of the fixed bias)?
 
Tell them you want them for a Mesa/Boogie amp and you should be ok !! If you don't you could be in big (and expensive) trouble !! :)
 
A week late, but...

As long as the vendor knows what they are doing, you can tell them what amp you have and they will select the correct bias range and match them.

BTW - I tried a pair of the JJ KT77's in the outer sockets of my Mark IV a while back, and really liked them; they were more aggressive-sounding, maybe between the EL34's I have in it now and 6L6's. May or may not be what you are looking for. One of mine went microphonic quickly and I haven't replaced them, but would seriously consider another pair in the future.
