I'm a bit surprised that Mesa hasn't decided to set aside a budget for starting up a small tube production facility aimed specifically at making exact reproduction Philips ECG-Sylvania STR-415s and other selected tubes.
This isn't as crazy as it sounds. There are a few people who hand-build working, usable vacuum tubes in their GARAGES using minimal tools. It's even possible that the tooling for some of those original tubes still exists and if it can be found and refurbished, it would not be a huge endeavour to restart tube production. Yes, there are machines to be acquired and tooling to be located, purchased, or manufactured, but there are small companies making specialty tubes that were started on an individual's budget.
