Single Rectifier question

I'm wondering if any of you know what the deal is with my amp.
When I turn my standby switch on, it takes a few seconds to come up and it seems to be a little crackly while coming in. The volume seems like it's not completely consistent either. Not noticeably huge but I can tell and feel that it's not quite the same. This standby thing is really throwing me...
Any thoughts, suggestions, or opinions will be appreciated.

I have new tubes in it.....it could be a bad tube though. I just plugged into a different out let and it seems the volume thing is better right now. Still curios about the standby thing. I wonder if it has anything to do with the Effects loop mod I did?

The obvious question is did it do this before the mod? IF not there you go.
