I'm thinking that they used a Mark iic+ on the Puppets album, but on Justice there was a Quad. This complicates things a bit. I've seen settings for the Quad during the recording of Justice, but one thing that it doesn't say is if they're using the Lead 1 or Lead 2 channels. I'm going to guess that on Justice they were using the Lead 2 or Mark III channel...
 
i would try the lead2 with extreme V-eq settings.

On the notes that Fleming has, it usually doesn't say lead 1 or lead 2. On some it says Lead 1, but I'm not sure about the unmarked ones.

Heathen recorded their 1991 album Victims of Deception with a Mark III (I THINK), so that leads me to believe it's the 2nd channel. I'm going to try my best to get a high gain rhythm tone like on that album using Lead 2 of the Quad. Hopefully I'll get there!

I prefer Lead 2 but I do use Seymore Duncans and not EMG's like Metallica used.

Puppets and Justice settings are close on Flemmings notes.

I pull the 2200 slider lower on the eq than when the picture was taken these days.

It sounds close enough for me.
 
For the Justice tone, lead 1, for Heathen tone, lead 2.

Lee Altus plays for long time with a Mark III head, in Heathen, and after that, with Die Krupps too. And about the Justice recording, only one song was recorded with the quad, shortest straw. And use the Lead 1 in that.
