most likely 1990/1991.
But the date should be written with a black marker on the underside of the chassis, somewhere next to the preamp tubes.

I just checked the bottom of my amp, and its not written there, checked the bottom of the metal chassis, which Im 100% sure you meant, didnt see anything, took like 5 minutes of removing tubes and trying to peek behind the trannies, and what not...

what am I missing? I emailed [email protected] or the one thats close to that, and I havent gotten a reply yet.
