Super frustrated. Was having some tone and volume issues with my Dual Rec so I replaced the preamp tubes. Tone, much better but still nowhere near as loud as it should be. I have a set of EL34s sitting around so I throw those in and same issue.

Any ideas what causes this?
 
There are alot of things that can influence tone and volume.

How about giving up some details like speaker type and cab, guitar type and p'ups, effects used and how, and amp settings.

Customer Explorer style guitar w/EMG 81x/85x. Krank Revolution 4x12 Cabinet. No effects. I prefer the Orange channel for everything but I have tried every type of combination and the volume issue is the same no matter what I do.
 
Get an in-ear monitor system. Best advice for volume issues hands down.

Tried a set of tubes that I know are good and don't have issues with my other amp so I know it itsn't my pups.
 
I know you're not using effects, but do you have the fx loop active for output and solo? If you do, try hard bypass and see if anything changes. Also, where are your channel masters and output set at (in clock positions)? Even with no fx in the loop I believe the send control is still active. Where is it set? Should be around 12:00.
