Sander for removing Tolex

Figured I would post this here since vintage amps were morelikely to be in need of refurbishing then the modern amps.

I have an amp with very bad tears in the tolex. I have enogh tolex left over from another project I did to retolex the amp.

But I have to remove the old tolex first.

My question for all of you who may have removed tolex before.

What is the best type of INEXPENSIVE sander for removing tolex and glue resedue.

I have been looking at an inexpensive belt sander

I don't want to spend a lot of money as I will probably not use it after the re-tolex job.

Any insight from you guys who have retolexed amps would be appreciated.
 
So to make sure I understand.

1. You peeled off the tolex
2. You used Laquer thinner (and plastic wrap) and removed the glue and tolex peices
3. Used a belt sander to remove anything leftover?
