Running a 412 cab (16 Ohm) with a Mesa combo (8 Ohm) speaker

I want to plug my 16 ohm 412 cabinet into the 8 ohm output of my Mark IIC+, and also plug my 8 ohm EVM into the 4 ohm output... Is this safe to do?
