Ok,

So I just recently picked up a Road King 2x12 cab. I play a Mark V, and so there is 2 8 ohm jacks and 2 4 ohm jacks on the back to plug into. Normally, based on a stock RK cab this would be a no brainer on where to plug in, but the guy I got it from replaced both speakers with 16 ohm V30's. He claims it was wired up exactly the way it was before, just with 16 ohm speakers. So, in that case, does that mean that each mono channel is now 16 ohms and the stereo channel is now 8 ohms? I just want to make sure I'm not slowly killing my amp...thanks guys!
 
If the speakers are 16 Ohms each in a 2X12 then each stereo side is 16 Ohms each. If the cab was originally wired for mono in parallel (which I think it is but someone else should confirm) then in mono the cab is 8 Ohms. If the cab was wired in series (doubtful) then in mono it would be 32 Ohms.

The way it is wired is mono or stereo - in not sure if it's parallel or series, but as you mention it would be very strange if it was series. My main concern is if I plug either the mono side or the stereo side into the 8ohm jack on my amp, I'll be safe, right?

Yes, you will be safe. In mono you will have an impedence match at 8 ohm to 8 ohm. If you use only one speaker you will have a safe mis-match at 8 ohm at the amp into 16 ohm at the cab.
