My new RK II v2 has the new tuner out.

It's basically the same preamp without all the added circuitry. Stripped down, so to say. Taking a bunch of components out of the audio path is not always such a bad thing. With the advent of the Roadster, I don't see the Dual Rectifier 3 Channel staying around much longer.
It's obsolete in comparison.
 
To answer your question...

The Roadster has 4 powertubes (6L6 or EL34). At full power you are at 100 watts.

The Roadking features Progressive Linkage and 6 powertubes (4 6L6 and 2 EL34). At full power you can run all 6 simultaneously at 120 watts.

EDIT....I read your question wrong :wink: Are you asking why adding the 2 EL34's to the 4 6L6 in full power is 120 watts and not 150 watts?

He already stated that in his original post.

It's a base model Road King with a Recto ouput section.

Mesa also changed the EL-34's to Pentode wiring for more power. No more Triode switch.
It was a muddy mess anyway.
