Can it be made so? Seems like a toggle is basically the same function as a latching stomp switch.

Would it switch the fx loop on and off quietly, no pop? I don't get a pop when I flip the toggle switch back and forth.
 
The switch most likely carries ground or signal or both, and may be a multiple pole switch. You don't want any of that running through a long cable. Better to put a relay inside the amp in parallel with the switching and run a relay driver via the cable.

A much simpler alternative would be to run the FX send and return to a true bypass loop switch so you can drop out all the FX from the loop.
 
I would not be surprised if the FX loop switch is controlling a couple of relays to hard-bypass the entire circuit. It does not seem likely that Randall Smith would pass precious audio signal through a simple switch LOL.

Good idea. Much easier, and just as good if not better, because it wouldn't take the fx loop driver tube out of the circuit.
