Are you sure? I run my SD boost pedal in front of the amp and on my channel 4 modern and it adds both gain and volume. Maybe it doesn't add volume for really high gain tones but for my purposes it adds gain, thickness, and volume.

If the preamp is already saturated (high gain) the volume won't rise with a booster.
If not that much gain is used, the volume could increase a bit.
You just have to but an EQ in the Loop for some kind of second master.
This will work only, until your poweramp gets saturated.
Then you'd have to lower the volume in the loop (EQ or sth like that).
