Dual Rec 2 Channel FX Loop

Am new to the boards and have a question about my 2 channel Dual Rec's FX Loop. I wanna run a MXR 10 Band Eq, a Boss Chorus and a Boss NS-2 through the loop but when I switch the loop selector to "Loop On Orange & Red" I get a pulsing noise and see lights on the MXR Eq going on and off. I can hook it up to my other amps FX just fine so am kinda scratching my head on this one. I am just trying the Eq in the loop for now btw. Any suggestions would be appreciated.

I think I found a problem with the Return Pot. If I jiggle it or pull it out a bit the loop works. Send Pot is ok.
