Did Mesa ever make a Thiele w 15 inch speaker?

The Thiele cab is specifically designed for the EVM 12L.
Even other 12" speakers are technically out-of-spec. YMMV.
For that matter, the Boogie version is actually larger than the original EV design in order to fit Boogie heads.
The internal volume remains the same, however.
The larger, closed-back, triangular-ported 12" speaker cab Mesa now sells is not a Thiele, by the way.
Not all closed-back cabs with ports are Thiele cabs.
 
Yes. It was the single EVM 15B loaded bass cab, tuned to the "Thiele Small" parameters just like the 12" version for guitar. Looks just like the 12" "Thiele" cab but a bit larger. There was a RoadReady and a Tolex covered version. You see one on ebay every now and then.

Well, it is a single speaker cab with the side port, but...
the walls are thicker, the cab is larger, the port is smaller, those corners only appeared on bass cabs, metal grilles only appeared on Road Ready cabs.
Rather loose definition of "just like".
 
The EV "TL806 Builders Plans" were the Thiele plans designed for the 12" EV-12L speaker
The EV "TL606 Builders Plans" were the Thiele plans designed for the 15" EV-15L speaker

Fwiw Mesa slightly altered the EV plans in W x L x H but kept the internal volume intact thus meeting the Thiele cabs specs.

Whether both Thieles looked alike (grille material, tolex etc) or not Mesa did make a larger Thiele cab for the EV-15L meeting Thiele cab specs

Sorry I don't know anything about the Diesel 115 cab so can't say for sure.
But looking at pics they sure look like a 15" Thiele cab
