What does it mean when on page 5 of the manual, Mesa describes the Mark's spring reverb as "all-tube"? I know it's a tube amp but what does that have to do with the type of reverb?

It refers to how the reverb circuit is driven/buffered. Instead of using transistors, tubes are used to drive the signal. The same goes for "all tube FX loops".
