I think you got it. I have had amps come back from the dead after cleaning them more than once. I clean them. Lubrication of some type is needed after cleaning.
There is cleaners available. Make sure you get one that works for potentiometers and other moving parts.

I have all new tubes in it now. But the amp is 31 years old. I am the original owner from the first run. My Tremoverb and Heartbreaker need to go in too.

Your vintage tubes are expensive. A pair of new EL34 are not expensive.
I have about a dozen Mullard xf2. I would not put them in my Mark IV as cheap as a new pair of EL34 cost.
