V-twin rack mod

I just picked one up. I found this mod:

I emailed the guy but haven't heard back. Does anyone know an amp tech that could pull this off?

Also, any suggestions for a power amp. I was thinking the 20/20 mainly because is it a single space rack and I'm old.
