Triple Rectifier FX Loop Issues

I've read the manual and it says when the fx loop is engaged it is normal to have a drop in volume and to simply raise the send level to even it out. So, i raise the send level but it also raises the volume of the amp when the fx loop is not engaged, so i end up with the same problem just at a higher volume.. any tips?
