I have a new matched pair of Electro-Harmonix EL84 tubes marked Ip 23 & Gm 7,900. Anyone know if these are suitable with the Mesa fixed bias & what the numbers refer to? What sort of characteristics would they have i.e. early or late break-up?

I could be wrong, but as far as I know the power tubes don't do affect how early or late the break-up comes on. That's a function of preamp tubes. I would thaink that most (if not all) EH EL84s will work fine in the amp. I have no idea what the numbers mean, but I used a standard quartet in my DC-3 for a year or so with no issues - they worked and sounded great. I didn't even look at the numbering.
