solo volume no change on my dual rec.??

Hey guys trying to trouble shoot my solo switch problem. Every thing is good, I'm rockin but when I kick my solo channel switch I have no volume change , no matter how much I turn it up. FX loop is right, switch and switch cable have continuity. Could it be a pre amp tube v3 or v5? anyone run into this problem ?!!?
