Quad fuse with a resistor ???

Hi, I just got the used Quad preamp. I first checked if the right fuse is in there and though of a suggested 0,5 A value (it's a European 220V version Quad), inside it there is a resistor soldered onto a little spring at one side. Is this normal? Was yours also like that or the seller is covering something really bad here?

Some fuses have things that look like resistors in them. Don't know if it is, or what it's there for, but I've seen it a few times.
