I recently noticed a slight noise coming from the tubes of my 100 watt multiwatt dual rectifier. It was made around 2012. I don't know if this noise has always been there or what, I don't know if it's normal or what it is. If anyone knows, I would appreciate your help.

 
Sounds like you have a gas leak or water is running. Not sure what would cause that noise issue when it comes to the tubes. Is the amp only in standby? If so, it may be the transformer noise as that is always there. If the amp sounds good when playing I doubt it is the tubes. My MWDR makes some noise too but different than that. Mostly from the power transformer. What is your line voltage and is the amp in export model?
 
Here is 220v, but I have a transformer for the 110v. The amp sounds good, no problem.

I have a marshall Valvestae that makes a sharp whistle too.
