Need Help! just got a Studio Pre and a problem

So i just got home with a Studio Pre. I got a great deal and it looks mint, but it's not working properly. very little output. cleans are distorted. I popped some newer tubes in and notice one blows when i power it on. I've attached a pic of the board with the bad socket sans tube. I'm used to repairing solid state amps and don't know much about tube failures. all i can say is that when i power it on the heater on that tube over heats and goes dead. I got a schemtaic from Tubefreak.com and need some advice. on tube failures.

looks like a couple of tubes i tried were junk and that's why i popped a couple. the heaters mesaure 3v which seems wrong to me. i thought they're supposed to be 6v but the schematic i have has no power supply section on it so i don't know. The Rhythm channel works fine on power up but the lead channel is not working properly. I get some gain at 1-2 on the lead drive, but almost nothing higher than that, but when going back from Lead to Rhythm, the Rhythm channel is weak and distorted. i even put the good tubes from my Triaxis in and it acted the same way. Guess i'm calling my local mesa tech tomorrow....
