I'm pretty sure it works like this:
Chassis gets hot.
Cooling fins act as a heat sink.
Notice where the cooling fan is? Pointing at the fins.
Cool breeze from fan wafts gently over fins. Aaaaaaah!
Heat leaves fins, and by benefit of proximity, the chassis.
Chassis gets cooler.
Science!
Maybe my fan was moved then because it just points up toward the chassis itself. And since the fins are on the back, no airflow gets to them at all. Plus, why try to cool the chassis when airflow over the tubes will mitigate any heat transfer from them to the chassis?
