I've never looked at one, but I'm sure the owners manual would specify if it was (never seen a balanced FX Loop in any MESA amp I've owned).

BTW- a TRS jack doesn't always mean that it is a balanced connection.

I don't know of any guitar amp ever made that has a balanced FX loop.

There are a very few amps (some Matchless models for example) that use a TRS jack for the FX loop, but it's as an insert jack requiring a Y-cable, not because it's balanced.
 
I've done it mono , but, I got a lot on noise coming form my delay ( TC nova repeater ).

Anybody else have hi noise problem ?

Only when I send too hot a signal thru my (Roadster's) FX Loop. Maybe you are clipping the input of the Nova?

What kind of noise are you talking about? hiss? static? hum? radio stations? (RFI) etc..

How long are the cables you are using? Are they quality cables?

Did you try moving the rig around? Maybe it's something in the room.

its a big hiss, and i also hear the pedal it self, when the led blink, i hear it in the amp.

all wire handmade by me, with good quality cables and connectors.

and i have to say that in my DC-2, its dead clean.
