Standard line voltage in USA is 120VAC +/-5%. I don't know how conservatively Mesa designs their gear, but it is not uncommon to design for +/-10%, and that was the rule for many years.
The best way to figure it out is to find out what the nominal plate voltage is on the tubes. It will scale with line voltage, so if it is 10% less than maximum rated, you can tolerate 5-7% increase in line voltage.
