Mesa Stereo 2:90 volume in Ch. A much lower than Channel B

The volume is much lower in Channel A. The tone is also very thin. The power tubes are fairly new. I was wondering if this could be a tone tube issue or something else?

Volume pot is very clean, no pops or static when turning......just no OOOMPH.
