Hello.

Anyone knows Is there a big tonal difference between older MK IV with two fx loops and newer version with only one loop? I heard that the older versions of long chassis head with two loops may be even close to MKIIC+ is it true?

They all sound like a Mark IV, not like a IIC+...if you're really hell bent on a IIC+ tone then there's only one thing which sounds exactly the same.

In short, it's not going to sound exactly like a IIC+ whether you get an A or a B, and in my experience I wouldn't recommend one over the other aside from the fact that a B would be newer - the only way you can really tell the difference is by having them side by side, but even then the type of tube, speaker, cap age etc... would affect the tone more than the version of the amp (again, in my experience).
