To determine what %MPD euro runs the tubes at you will have to put the tube in your amp and take the measurements.The plate voltage in any particular amp is not an absolute value.It will rise and fall depending on how the tubes are biased.

In the 2nd calculator, it looks like Plate Dissipation (Watts) is directly proportional to Cathode Current (milliamps) and Plate voltage. Is this correct?

Plate disipation (watts) is determined by multiplying the plate volts by the current draw.That is idle watts.
