Had my Boogie (60w MarkIIC+ - no graphic or reverb) for years and had this problem all the while. Using the drive channel, even with the master on 0, its too loud compared to the clean channel, the treble shift (which I love) makes it worse. Can't adjust the balance so for gigging end up using a pedal for drive sounds. Love my amp and would love to solve this problem once and for all. Any help would be greatly appreciated.
 
On my III, I use the BB preamp as a clean boost over the lead channel for solos..(volume cranked, gain on 0). With that setting, the BB over the clean channel just gives me a very clean sound at a louder volume, about the volume of the lead channel without the BB. That's how I go about it, and my lead channel is set for a low-mid gain crunch.

Thanks for the idea, and I'll keep it in mind - but I'm trying to do it without pedals (if possible)
 
Take your amp to a tech and get him to check the LDR on the Lead Master. Sounds as though it is not engaging the pot which should easily match your clean and lead volume..
