Dual Recto clean channel humming

Clean channel has really bad humming hissing noise, even when my guitar volume is all the way down. I have no effect pedals just the foot switch. There is a little humming on the red channel but nothing like the clean channel. How to I fix this humming?
 
When was the last time the tubes were changed? Does the hissing occur at high volumes only? or does it happen w/ low volumes as well?
 
Is it a two channel dual recto?

Yes its a two channel. It happens at low volumes too. Not sure when the tubes where replaced I bought it used from a guy. I think he said he replaced them about a year ago.
 
Two channels do have a little hum on that clean channel, i have it on my rackmount, my tremoverb and my R0005. Get a low noise tube for V1 and it will help it.

To me it sounds more than a little. What is a low noise tube for V1?
