Here is a link to EV's spec page on the thiele cabinet.

http://archives.telex.com/archives/EV/Builders%20Plans/TL806%20Builders%20Plans.pdf Supposedly, Mesa changed the external dimensions, but supposedly if you keep the internal dimensions accurate, you get the value. I think it is something Tl806 is hte model. There is a thread on this in the Vintage amp section from many months ago.

so is that little duct the big secret behind the theile cabs and why they are 3-4 hundred dollars?

I built a thiele cab over the summer. My parts list looked something like this. Most of my parts came from Mojo Supply.

4x8 Birch Plywood 7 ply (enough for two cabs) - $49 (FWIW Mesa uses more expensive 9 ply Marine Grade Baltic Birch)
Bracing - $5
Corners - $10
Handle - $12
2 yd of Tolex - $28
1yd Jute Grill Cloth - $51 (enough for two cabs)
Plugs / Jack /Wire / Screws / Glue - $10
Rubber Feet - $6
Mesa C-90 - $129

Total DIY Thiele: $300 (or about $250 each if your made two and used the left over wood and grill cloth)

I believe the small cut-out within the larger reverb cut-out is common to many Mesa head cabs and was originally designed to accommodate the non-detachable A/C cable.
You can attach the Mark IV foot switch so that the cable fitting points up, instead of down. Actually, you probably must do this with a head.
There are only two sizes of Mark IV chassis, 17" and 22.5".
"Long" and "Medium" are terms which get interchanged a great deal. Tape measures are not that expensive.

Actually the foot pedal with cable attached doesn't really fit with cable sticking up, at least not in my MEDIUM head.
