2x12 half-back insulation stock?

I recently picked up a 2x12 RoadReady half-back cabinet and loaded it with an EVM and a Celestion. While replacing the speakers I noticed a pretty fair amount of insulation in the sealed & ported bottom section of the cabinet. The top of this cabinet is also sealed (well it has the removable back on the top), but is not ported and the top half has no insulation.

Is this normal? Or has someone added this insulation in the bottom half? The cabinet itself seems a little lacking in the low end department...especially considering it has an EVM in the bottom.

Yep it's normal. My halfback 212 has insulation that was stapled inside.
