Hello everyone. New to the forum - I'll post this on the "misc" site also. Does anyone know who (specifically)manfactured the 6550 replacement tubes available in in mid 90's?

Well it would really depend on if they were nos or not.. you might find that mesa only used NOS 6550's so that would mean USA but they could be Russian or even Chinese. 6L6's in the 90's were the str 420 (china) and 425 (which was really a 5881) (Russia)..and then the str 430 which was also russian (6L6)..
