triple rectifiers rectifier tube not lighting up?

one of my rectifier tubes in not lighting up and its a brand new tube? i did notice when i got the tube new you could hear something ratting inside like a broken light bulb would sound. is it bad to play the amp like this?

nevermind i put another tube in and it lights up. they just gave me a bad tube
