Why does all of the output signal go through the effects send? I am trying to split the out into two power amps and there is no sound from the main power amp only the output from the effects return to the second power amp. in other words no dry sound. (wet /dry set up)

Do you actually expect an answer to this question? It doesn't really matter why, it just is. If you accept it, you can move on to finding a solution to your problem. Surely all you need is a Y cable - send one side of the Y to the effects you want, send the other side of the Y straight back to the loop return. I'm sure you could make such a cable if you can't buy one. Or you could make a little junction box and buy some jacks and do a little wiring inside the box. Best of luck.

Also, the TriAxis has a bunch of outputs...why not use one of the others? Most rack effects can split a mono input into stereo outs.
