I just picked up a Mark III Blue Stripe Simulclass Head with Reverb and EQ from the original owner. It came with two foot switches. One for Lead/Rhythm and another for Lead/Rhythm. I can not get the reverb to work, i checked the connectors and reseated all tubes. Do I need the Reverb/EQ foot switch to make it work?

No. Check to see if you have a good ground at the reverb tank. Use an ohm meter to check for continuity to chassis ground at the reverb tank end of the grey RCA cable (outer ring), and of the tank itself when the grey wire is plugged in. 8)
 
If the reverb was switched off when the footwswitch was unplugged it can be in the off state, you will need to connect the footswitch and turn it back on. I recently had a similar issue. Another thing to check is make sure the reverb connections are not reversed.
