If the power light and the tubes light up, the fuse is definitely not blown.
It's unlikely to be a power tube failure as it would require both to be dead at the same time for it to make no sound - if only one has died, you get a low-volume, badly-distorted sound. It's not completely impossible though.
If the tubes seem to be making a weird noise, you may have an open circuit on the output - a bad speaker cable or cabinet. Can you test it with a different cable (use a guitar cord as an emergency speaker cable, it won't do any harm as long as you don't play loud through it), or a different cabinet? Are you 100% certain you haven't plugged the speaker cable into the Slave jack by mistake?!
Do you get any kind of pop or hum through the speakers when the amp is taken off standby?
Do you see any kind of blue glow inside the power tubes (maybe faint, you may need a dark room to see it)?
Do you get any signal if you plug your guitar into the FX return (making sure the loop is active, and the Output Level is turned up)?
Can you see *two* spots of orange glow at the top of each preamp tube - including the one under the metal cover?
