I noticed that the power tubes on my 3ch DR are glowing blue in the middle of the inside components on each tube. The 2 rectifier tubes are not glowing at all but still get hot.

Also when I flip the standby switch on to play the power tubes flash blue real quick. Do I need all new tubes? Can I clean and check the tube sockets without a tech?

I'm can't say it sounds bad but I know there should be more gain and attack in the amp. Maybe if I changed ALL the tubes it would sound better you know. I thought that the blue glow in the middle of the power tubes was bad cause oxygen is in the tube.

The blue glow is normal. If you google "Blue Glow in Tubes",you should find an article about it.It doesnt mean your tubes are bad,but they can still glow blue if they are weak.Your rectifier tube is a different animal, and doesnt have the blue glow.It is common in power tubes tho.The lack of gain and attack is more likely a problem in the preamp, but if the power tubes are old, they can be the problem as well.
