I would assume to mean that the circuit board itself was maybe outsourced to an outside vendor in Taiwan. Legally, you could have foreign made components & assemble it in the US & still put a "Made in the USA" label on your product, or visaversa...
 
Only a certain amount of the product's content can come from foreign sources for the product to say "Made in USA" on it.

If there's more foreign content than that it would need to say "Assembled in USA" or something to that effect.

Mesa hasn't made their own PCBs in many years.
 
If you notice, the trannies, capacitors and some other tone shaping items say "Made In USA" on them.

As long as the PCB is made to MESA's specs, it doesn't matter where it's made.
