That is how you would get to the fuse correct? You would unscrew the little black thing in the back, no? It is not budging at all which is cause for some alarm!
 
If the fuse holder is like most modern fuse holders, you need to push it in a tad then turn it counterclockwise.
Replace fuse, press it in and turn it clockwise until it stops.
Most no longer unscrew, they use a spring tension and only turn 1/8 to 1/4 turn.

Yes, and on a new amp, I found it extremely tight fitting. I almost felt like it was going to break when I finally got it released. Just be careful.
