Mesa's idea is to use the Channel Masters as a way of balancing the volume between channels, similar to individual channel faders on a mixer, and use the Output to determine final, overall loudness.
If you want power section distortion you have to crank both, you won't overdrive the power tubes by keeping either Masters or Output low and the other way up. The control kept low will determine the ultimate signal strength, not the control kept high. :D

I find that keeping the ch masters between 10:00-12:00 yields the best signal feed to the fx loop. At gig volumes I usually run my Roadster's output between 10:00-11:00, depending on venue.

+1

My channel volume sweet spots are right around 11:00. Then I adjust the Master to taste.

Yes, on the roadster, and the rectoverb, If you are using effects in the loop, your channel master determines the level of signal fed into the loop. You don't want to be overdriving the loop too much.
