There is most definitely a "+" over the power cord. It has a C+ face plate as well. Looks like an SRG IIC+ (60w, Reverb, Graphic EQ) but I can't make out what model pre-amp board is in it.

It'll have Simul-Class embossed in the metal on the OT. It'll also have either SC152019B or 562003, probably 562003 due to it being a Blue Stripe

Did you ever get this fixed? If not it may be something as simple as a grounding issue. A very common problem with a simple easy fix. Search the board for the "One Wire Mod" or here ya go:

I've made many cabs using it and also seen many Mesa cabs that have it. It's the same tolex. There's basically one manufacturer for all the tolex that everyone uses and/ or sells. The mojo black jute and cane (what you are calling cream?) jute are a match for what mesa uses as well

For example what guitar(s) and pickup(s) did they use during the testing and tweaking to get the C+ to get the sound/ tone they were trying to achieve. So...

Measure the distance (Left to Right) between the mounting holes on your chassis and let us know what you find. s-fresh is correct, sometime during the IIB period Mesa changed the mounting hole L->R spacing. Regardless of what the width is on your chassis.... I'm not sure there is enough metal...
