I ended up finding and fixing the problem -- the standby switch wiring was faulty so the amp wasn't turning "on" when flipping the standby switch on. The tubes are getting powered properly now and the amp sounds great / works fine.
I have a friend's .22 caliber from the mid 1980s (PCB says 1985 on it), which supposedly has all of it's original components. I have fixed a handful of blown components (a few resistors) and broken wires/burnt traces, and am now troubleshooting it's functionality.

I am troubleshooting a buddy's Mark V 25 which is working, but with no reverb.
I've tried swapping reverb tanks to another Mesa amp, and the tank in the Mark V is fine (and the other tank works, but not in the Mark V either).
I am looking at this schematic...
